I do not think that is possible, if that is what you are talking about.
If that is what you mean that is an effect you can put into wallpapers you create and can only be turned off IF the creator of said wallpaper has it as an option to turn off in the right panel where the wallpapers controls for brightness etc are.
Otherwise if they did not add that option you cannot remove it or turn it off as it is a part of the wallpaper. Only way is to just not use that Wallpaper
