Removed wallpaper keeps forcing Steam to download a 0kb file everytime
I've been having this problem since days ago and I finally discovered one of the wallpapers I subscribed to was removed (https://steamcommunity.com/sharedfiles/filedetails/?id=1863808677)

So I followed a tutorial to find the workshop_log.txt file, discover the ID of the wallpaper and, finally, go to Steam\steamapps\workshop\appworkshop_431960.acf and delete its entry BUT the entry doesn't exist anymore. Its folder doesn't exist in Steam\steamapps\workshop\content\431960\ either.

Here's the log

[2021-05-15 14:59:32] [AppID 431960] Starting Workshop download job (downloading )

[2021-05-15 14:59:39] [AppID 431960] Get details for item 1863808677 failed : Access Denied

[2021-05-15 14:59:39] [AppID 431960] skipping item 1863808677 because item entry result = Access Denied (15)

[2021-05-15 14:59:40] [AppID 431960] Finished Workshop download job : No Error

[2021-05-15 14:59:40] [AppID 431960] Detected workshop change : removing unknown item 1863808677

[2021-05-15 15:01:23] [AppID 431960] Subscribed to item 2077454291

[2021-05-15 15:01:23] [AppID 431960] Detected workshop change : added subscribed item 1863808677

[2021-05-15 15:01:23] [AppID 431960] Detected workshop change : added subscribed item 2077454291

[2021-05-15 15:01:23] [AppID 431960] Detected workshop change : changed cached item 2077454291, new manifest 6052439307700038650

As you can see, it's said "removing unknown item" but, everytime I open up the program or install a new wallpaper, it still gets detected as "workshop change: added subscribed item", so it doesn't get removed, in fact.

How can I proceed to fix this issue?

That said, the only way I am aware of you can get around Steam Workshop issues like that is to use the "Unsubscribe From All" functionality of Steam to clear your complete Workshop list. This will remove all your subscriptions but likely fix your issue. Go to the Wallpaper Engine Workshop while logged in, then hover over "Your files" and select "Subscribed Items". Then click on "Unsubscribe From All":

https://steamcommunity.com/app/431960/workshop/

Afterwards restart Steam and the issue should hopefully go away.

I realize this is really annoying though, especially if you have a large number of subscribed wallpapers. The best you can do is to create a Workshop collection here:

https://steamcommunity.com/workshop/browse/?appid=431960&browsesort=trend&section=collections

Then add all your subscribed wallpapers to the collection before unsubscribing. After restarting Steam and checking that the problem is gone, you can resubscribe to them again.

While adding items to my collection, I could find the given wallpaper from the list of subscribed items. Then I managed to unsubscribe from the Worskhop Items page. No need to unsub from all of them. Thank you a lot for the help.
