However it is not clear whether the missing file is the video or any Windows file, like the Windows decoder files. The last thing to attempt is reinstalling Windows but of course it's not guaranteed to help.

Since there is an error reported, please install LAV directly and do not change the preferred video framework option, only install LAV: https://github.com/Nevcairiel/LAVFilters/releases

This will make it so that only this video will play with LAV. So the original bug will not occur in other videos that work properly without fallback decoders.
