Report a translation problem
Do you have this problem with any scene or video type wallpapers? If you have the issue with any of the scene stock wallpapers like "Neon Sunset" then it's probably something else, the issue I mentioned would really only affect web wallpapers depending on how they've been scripted.
I just checked: Neon Sunset goes it's regular slow and relaxed speed indeed. So it is indeed related to the refresh rate? Well at least now I know, and too bad there's nothing that could be done (well, lowering the refresh rate I suppose).
I just realized I could actually check by lowering the refresh rate and indeed, on 120hz they go their normal speed again. I guess I'll just have to live with some hyper wall papers :D
