Do you have this issue with both your monitors?
What happens if you disconnect the second (1080p) monitor and restart the PC, does that make any difference?
I tried both of your suggestions, but neither seemed to work.

Alternatively, you can switch to another wallpaper type for now (Scene or Web), as only video wallpapers suffer from this driver issue.
