Steam will download the Workshop subscriptions of all signed in accounts automatically, unfortunately this is Steam's behavior and not in the control of us as developers, it is internal to Steam.
If you want to stop this you have to delete the other Steam account from the computer completely. We do not know how to do this, because Steam has no simple button for this. But most likely you have to delete all files with the Steam user ID from the Steam installation directory so Steam will forget about the other signed in account.
