Adding wallpaper engine effects to video (mp4) animations.
I have create a 1 second 24 frame loop animation.

I have two questions:

1. Can you add additional effects to an mp4 wallpaper or is that only possible with images?
I can import the individual frames as images if they can be animated with the engine itself.

2. When creating a new mp4 wallpaper the loop pauses briefly at the start of every loop. This only occurs in wallpaper engine.
I don't see any options in the editor to make any adjustments. Can this be rectified?

The update is already out, first create a scene wallpaper from an image or the empty "2D scene" template, then drag an mp4 into it.

You can create a scene wallpaper and then drag & drop multiple images of the same resolution into Wallpaper Engine to create an animated image sequence. If your images are 1080p and you got 24 of them, this should still be okay in terms of size. But having many images or higher resolution will use a lot of video memory. The image format does not matter for this, since graphics cards don't work with PNGs or JPEGs.

With the latest update, you can now use video files as part of Scene wallpapers, see the "Video Texture" section in the last update news:

You can then apply effects on the video in the app like with any other image layer.

Regarding the stuttering at the end of loops for pure video wallpapers (so not Scene wallpapers that contain a video texture): This depends on your hardware and the video codec settings. It's an issue in the way that Windows plays back video files (on some systems), you can tweak this by changing the "video loading" option to "From memory" in the Wallpaper Engine settings and switching to LAV with DirectShow:

This does not affect video textures though, the issue may or may not persist here.

Generally, 1 second videos are a real edge-case and Windows just cannot handle this well. Try increasing the video length to 10 seconds or something like that and the problem could even go away on its own.

@Biohazard I thought I would add that adding the mp4 to a 2d scene as you suggested instead of directly from the "create new scene" option vastly improves the looping issue.
