HOWEVER, being the genius I am, I realized that Steam was not set to run on Startup. Now that Steam is set to run on Startup, I don't seem to be having any issues (crossing my fingers of course). I guess that should have been obvious on my end, huh?
My images are loading as wallpapers even from their original folders and not from the steam folder as you originally suggested. However, I am still set to the "Layout" option.
Why would the stock wallpaper still work even without Steam running on startup, but my custom ones would not work?
I'm not sure, the background application that is displaying the wallpapers doesn't even know about Steam. Only the wallpaper selection/editor windows have the Steam integration.
Could it be related to Wallpaper Engine starting slower when Steam is also starting? Or is it starting similarly fast?
I did this but I wanted to give it some time to make sure everything was working alright.
This was the solution! Haven't had a single issue with loading static wallpapers since using the beta.
