usualy a video wallpaper takes about 1-2% of the loads
there might be something wrong with your gpu drivers too
I dont know how did you set your quality setting in wallpaper engine settings but if you are asking for 240 frame per second that is what your get and probably is the reason you are experiencing that kind of behaviour
it is also possible that your gpu is going into eco mode or 2d mode or that the clock is going very low and that your fan are set on gpu load and not temps and that is why when the low clock kick in and the loads goes up the fan turn on
use GPU-Z to see what is going on
Looked up the settings - 30fps were set. Played a bit with all the settings, GPU load stays at 20-30% every time i have the application opened.
Tf is wrong with this app?
The fact that your GPU is slightly above room temperature is a pretty good indicator that the GPU is effectively in its idle state. See this for a lengthier explanation:

The time i made the screenshot the fans were not spinning (strangely) but the GPU temp was around 40-45 degrees.
Issue is now persisting again - fans are spinning 30%. GPU Load 25%. Only thing running is Wallpaper Engine. 30FPS. Changed several settings. Stays the same.
As soon as i close Wallpaper Engine with Task manager, GPU Load jumps to 3%, Fans turn off...
Sorry if the instructions were unclear but you need to basically close all running windows (browser, Wallpaper Engine window, any other apps or windows that can cause huge GPU spikes), then let GPU-Z run for a few minutes. Otherwise this data is not comparable.
Just opening the GPU-Z window will cause a huge GPU usage spike, so you need to let it rest for more than just a few seconds. Typically you wills see GPU clock spikes but the average power consumption will be rather low. Take a look at this screenshot that I just took on my setup, notice the "Power Consumption (%)" row is constantly near 0 while the GPU clock and GPU load tend to have individual spikes:

Something that commonly happens, for example, is that Nvidia Shares (part of Nvidia GeForce Experience) starts recording your desktop when you run Wallpaper Engine and this can cause a higher GPU load.
It could also very well also be that Wallpaper Engine uses just enough power in combination with a higher ambient temperature to kick off your GPU fans into their first gear.
Wallpaper Engine does it´s best to be easy to run but the creator of each wallpaper also has to keep an eye on performance. It´s either this or video wallpapers only.
I can't say for sure if it's that wallpaper you are referencing but I use uncompressed 4K video with some file sizes in the double digit gig size (12.8G for one file to be specific) I also have a 4080 and never even comes close to raising temps let alone never causes fans to spin up
For instance, running a folder of 4K video that is 91G in total and nothing like what he is describing. Honestly really impressed because my CPU and GPU temps are ambient room and load on GPU while this folder is active is only 10% and CPU 3%
I suspect something else is spiking his temps
But the wallpaper he is using is not a video wallpaper.
Understood but that would have to be some crazy file to do what is reported, just my anecdotal point on running huge videos and not seeing this behavior but I get your point :)
