You're probably using an Nvidia card and have the Nvidia overlay enabled. The overlay is mistaken Wallpaper Engine for a game and is recording your desktop. Open Nvidia GeForce Experience, turn off the overlay / Nvidia Share functionality, then restart your computer and the issue should go away.

AMD card 6850xt same issue

verified any type of overlay steam or AMD is off. Only thing that solves it is turning Wall Paper Engine off.

1. Open Amd Adrenalin software.
2. Go to Gaming section and Games.
3. There should be three dot icon that says More options when you hover over it.
4. Select Add a Game from that menu.
5. Go to you steam director where wallpaper32 is located.
6. After adding, click on the wallpaper32 and on the right side there should be AMD FreeSync. Just turn that off and relaunch that wallpaper engine:csgoanarchist:
