Any way to make a wallpaper which displays images from a set in a random or nonrandom order?
I'm trying to find a way to make a wallpaper which displays just under 300 photos in a random order every time, for approximately 10-30 seconds a piece. And, if possible, have them smoothly transition into one another.

Anyone have any ideas if this is possible or not, and if it is, how I might go about it?

That would indeed be a nice option. With a video editor you can create transitions between the images yourself, but you can't randomize it. It will be same image order every time the video loops.

It might be possible through scripting.
Yes. You can make a playlist by loading in each image you want to use individually, then set the playlist to swap between them on a timer. This will get you a rotating set of photos in a nonrandom order.

However, this functionality is built right into normal Windows desktop background personaliztion, and is even simpler to pull off there than in Wallpaper Engine. All you need to do is put all of the photos you want in one folder, then in the background settings go to the drop down and select the "Slideshow" option. It'll ask you to pick a folder, and then from there you can change the timer as well as enable a Shuffle setting.

I understand that it is easier via windows, but I'm looking for a way to do this in a manner which allows my friends to just hit the subscribe button on workshop and have the same mix of images as a wallpaper, randomly viewed.
