Regarding the static wallpaper issue, could you switch to the beta branch http://steamcommunity.com/app/431960/discussions/2/350544272219415004/ ? It does have some changes that may fix this, but I am not sure yet.
If this does not help, would you mind following these steps and check if they help with the 'scene' wallpapers:

I got some direct assistance from someone with the static wallpaper issue debugging this and it turns out that my application detected some of Windows 10's hidden metro windows as 'maximized'. This caused some wallpapers to stop.
Followed your second solution and it helped, which has left me feeling like an idiot.
As I was changing the background of my second monitor, through the Wallpaper Engine window on my first monitor, it wasn't letting the background "run" as it was technically, in the background.
Changing all the settings to "keep running" in the performance tab sorted everything out for me, thanks again!
