Report a translation problem
You can probably fix this by re-encoding the file as an .mp4 file with the H.264 encoding. You can use a free tool like Handbrake for this:

It needs to be an "mp4", in this particular case you can rename it and that would be good enough. Otherwise you can change the filename to use .mp4 in Handbrake before converting it.
If you still get an error afterwards, please let us know what error it is exactly.
Wallpaper Engine uses the Windows video player system which is the same as Windows Media Player. But Windows Media Player is always in 64-bits, while the editor of Wallpaper Engine is 32-bits, so your h.265 decoder in Windows might only be broken in 32-bits if you say that the video works in Windows Media Player. The h.264 decoder has much better compatibility and is less likely to be broken because Microsoft, Nvidia, AMD had a lot more time to refine their support for it and are testing it more.
