drops to 0% if I pause the wallpaper
This is a completely unrelated matter. If you see 30% GPU usage in the Windows Task Manager, it's more likely 1% - 3% in reality. Read this topic:

I am not exaggerating when I say that this is probably one of the worst performing wallpapers I have ever seen. The creator did something that is a bit of a no-no which causes the video RAM usage to explode. I will try and message them and see if they're willing to improve the wallpaper, otherwise we might have to mark it as incompatible because no one should really be using this.
For now I would simply suggest that you use another wallpaper. The vast majority of wallpapers uses less than around 500 MB of VRAM, anything above that is usually a good indicator that something odd has been done in the editor to cause this.
