If it does not happen with that one, but it only happens to video wallpapers, then please try changing the option "other application fullscreen" to "stop", which will make Wallpaper Engine restart the Windows video system instead of only pausing it.

it drops in frames for a bit then starts to freeze
any idea on why?
The issue is that this is not properly visible to Wallpaper Engine. There is no error being raised or anything like that, or we could reliably restart the video to fix it. However, we still recently tried to build some crazy workaround for this since Microsoft will likely never fix the issue. You can try this on the beta and see if it stops happening or at least happens less often: http://steamcommunity.com/app/431960/discussions/2/350544272219415004/
Finally you can also change it by having Wallpaper Engine restart the video when leaving a fullscreen application by changing the option "other application fullscreen" in Wallpaper Engine to "stop". Then this should also avoid the issue since the video gets restarted and Windows doesn't have to properly be able to resume it anymore.
