If the options for this have no effect on videos, then your graphics driver is overriding video colors and you need to disable that in the control panel of your graphics driver.

For Nvidia, go to "adjust video color settings" in the Nvidia control panel and change it to "video player settings".

There are always slight differences between driver versions, if you are unsure how to do it, please download the latest drivers and perform a clean reinstallation of your graphics card drivers. This also fixes the problem. See this help page for all infos you need:

that didn't really help is there any other way?

This always works, without an exception. Did you make sure to first uninstall your drivers? Does your system maybe have two GPUs and you only uninstalled the drivers for one of them? Try using DDU (Display Driver Uninstaller) as explained in the link above and make sure the drivers are fully cleared, then restart your computer and then reinstall the latest drivers.

i did this by going into Device Manager and uninstalling my graphics card then reinstalling the newest driver and nothing happened

Just to reaffirm, you can see the relevant options for this on the right side but they are not working and simply have no effect?

Do you have that issue with this wallpaper? http://steamcommunity.com/sharedfiles/filedetails/?id=831595366

If not, please share a URL to an exemplary wallpaper where the issue occurs.

Thanks for sending the log. In the mean time I wanted to suggest this, because there was another case in the past where even resetting the AMD driver wasn't enough and I found the information from that now:

Have found the issue for the not changeable color settings in wallpaper engine. It was the changed video profile in the Radeon Software which override values in the Wallpaper Engine color options. It was set to luminous instead of standard or custom. It can be found in the Radeon Software under Settings (right upper corner) - Video - Videoprofil.

Please check if you can find something like that. Note that the names might be slightly different by now because AMD changes their driver UI and strings quite frequently.

Make sure to restart the PC after changing the profile, I imagine that might be necessary for it to have any effect.
