You are using 'apply to all' to change the settings for all wallpapers. But it doesn't change them? Or save them?

Maybe you can make an image if it is hard to describe. I tried it again and it still seems to work for me so I'm not sure which part isn't working.

Click on the restore button in 'apply to all' and apply the default options if you want to restore them.

It changes the default values, this controls how the reset button works because you cannot have different default values at the same time.

But I am still not entirely sure if this is what you mean though.
