In general this sounds like a driver malfunction. 100% usage can occur when the driver is non-stop resetting itself or when you have no free video memory left. Some software (mostly just Adobe Lightroom) seems to block all of your video memory which makes the driver rapidly reset other programs that try to use the graphics card.
Such an issue can be resolved with an application rule so that the other program can block all graphics memory and Wallpaper Engine won't try to run while such a program is running.
This is especially strange since Wallpaper Engine will not initialize any graphics or videos devices unless a wallpaper is active.
Does that make any difference?
I also notice that there are regular graphics driver crashes, but they are not very frequent, just regular over weeks/months. Perhaps try reinstalling the Nvidia drivers with a "clean installation" in case the instability is caused by any experimental Nvidia features that may be enabled.
