Editing my Wallpaper
Tell me how can I edit my wallpaper without files in a folder? I reinstalled windows
Is it possible to download them somehow or will it be impossible to get access to editing anyway?

You need the project files in order to open a wallpaper in the editor. There is an unofficial community unpacker as described here which may or may not work:

I did this with the scene but the file instead of updating is downloaded new
Can I update an already loaded scene in a workshop?

Yes, it's described in the second link I posted above. You need to manually edit the project.json file and add the Workshop ID of the existing wallpaper there.
