No, this is not possible, at least not through Steam. If this is something you want to do via Patreon or other ways of directly receiving money, it's certainly an option.

We all saw the massive backlash that happened when Steam allowed Bethesda to do this they won't let you do it again. I'd suggest designing your own stuff putting it on Patreon and listing instructions on how to use it. No Guarantees someone won't just upload it though.

I've seen different options being used. Some people ask for donations, some take comissions through places like Fiverr and some provide their wallpapers through Patreon as the others have said.
