I agree that's clunky, because it's not the intended way to use this.
I understand your use case, but that specific behavior is not something that we have covered. We have already covered quite a significant number of different audio muting scenarios but of course it's impossible to cover every single idea that users might have in the future, this is the first time someone described this scenario to us. The most recent muting option we added is permanent muting per monitor.
Maybe we can add a default mute state in the future, but right now your specific situation is different from all the situations we have implemented.
The muting hotkey and option in the context menu is not saved on purpose, just like the pausing hotkey and option in the context menu isn't being saved, these are just temporary. We have already reached a point where users often forget about the other settings and are unable to figure out how to unmute the program themselves so I'm afraid that we don't want to change this and make things even more confusing at this point, there are just too many options to mute the program.
You can achieve automatic muting when starting Windows
by creating a "pre-configuration" (in the selection window of a wallpaper in your gallery) in which the sound is switched off!
After you have created a profile, confirm with OK
and the profile will be loaded the next time you start your computer!

In my scenario, my laptop has broken power button. In order to boot up, I have toggled in BIOS "boot on power" to boot just by inserting power cord.
I live in Ukraine, and we once again have scheduled power grid switch-offs (to save electicity consumption).
Now every night my laptop starts playing some music. I didn't want to disable it permanently, just only on startups.
Another case comes when I'm on work and I bring my laptop with me. There should be silence.
Jump to settings everytime I want to enable music back is an uncomfortable solution.
