can't uninstall wallpaper32.exe

I had to uninstall steam because I was having some tech issues, and I'm trying to reinstall it but I can't since for some reason wallpaper32.exe is still running. I'll admit I forgot to shut down wallpaper engine before uninstalling steam. Now I'm trying to remove the file but it says it can't be completed because the file is open. However I can't open the file because it's technically not installed, but I can't download steam to reinstall it because the steam file isn't empty. Does anybody know how I cam fix this?

Can you terminate it from task manager or the system tray if it is running?

Uninstalling Steam does not uninstall any games, so Wallpaper Engine is still completely normally running.

It has a tray icon, you can right-click the tray icon to close it. Or use the task manager but this shouldn't be necessary since you can use the tray icon.
