Report a translation problem
Close all games and click the "unsubscribe all" button on the Workshop page of your profile and restart Steam. Maybe that will fix whatever is wrong with Steam.
Normally Steam will delete unsubscribed Workshop items when you have closed all games that show "in-game" / "running" on Steam but it sounds like that is not enough and your Steam is more broken. So try using the "unsubscribe all" method.
Also try to remember if you have ever logged in a different Steam account on your PC. Steam will NOT delete Workshop items that are still subscribed by any other account you logged in since that other account is still using those items.
