These are the main executables that you should exclude:
T:\SteamLibrary\steamapps\common\wallpaper_engine\bin\ui32.exe
T:\SteamLibrary\steamapps\common\wallpaper_engine\wallpaper32.exe
T:\SteamLibrary\steamapps\common\wallpaper_engine\wallpaper64.exe
If this makes no difference, try closing Steam and try to open the wallpaper browser from the tray icon directly. Does this make any difference? Of course it will not be able to connect to Steam now, but it is worth a test to see if the issue is related to the Steam connection.
