I was thinking about adding an option for detached wallpapers somehow but never got around to it. If there was a button in the browser to open a single wallpaper in a popped out window, that you can resize and target with OBS, would that be good enough?
OBS detects it as a normal window and you can resize it, it defaults to 1920x1080.
There are probably countless things I could add but for an intermediate solution it's probably okay.

I went and tried VU Meter and it does not work for me either. I have a new install of Windows 64bit, Nivida GTX 1080, 32 GB Ram, and AMD Ryzen threadripper 1950X 16 Core but running in game mode at the moment. Not sure what is causing it to not work for me. I have the latest OBS Studio.
Try adding this into the CEF command line option in the general settings before you open it:
