Try to update your Nvidia drivers, the drivers you are using are surprisingly old even though it sounds like you just did a clean reinstallation?! You can grab them here:

Also, it looks like you are using DisplayPort, there is a bug with Nvidia 1000 series cards that can cause boots to cause a blank screen when using Displayport and Nvidia released a firmware update for that. Try and see if your card supports the following firmware update, it actually fixed a problem that sounds very similar to yours for my personal computer a while ago:

yes my driver is old since its my go to driver for clean installs ( the one in the manufacturer driver product page), I have tried the latest Nvidia driver, same stuff happens.
I cant report if I'm using a display port or not, its probably a yes due the laptop screen needing to be connected to the smallest possible port? the display port update utility software said that the the tool was only for ad-in graphics cards .
Anyways, ill try to install an older win10 build and see whats happening after that
