Like you said, the task manager GPU usage is simply wrong because it has been poorly developed by Microsoft. The guide explains how you can calculate your actual usage using better tools than the task manager.

But what if you literally hear your computer tense up when switching to a problematic wallpaper? I personally have a laptop with an integrated GPU and regular built in. I can hear the integrated card start going nuts with a noticeble spike in use in task manager.

Sure, then you likely do have high usage.

The thing is that the task manager alone is just not a good indicator because Microsoft was too lazy to implement it correctly and we frequently have users who don't actually have a problem in the end at all. We need to differentiate between what is a problem and what isn't, and the guide explains how to do that.

If you have a laptop with hybrid graphics then you should configure Windows to use the dedicated GPU for Wallpaper Engine if you want to use the full potential of your laptop. If you need more help please create a separate thread with links to the wallpapers you are using etc since from what I have read so far it seems that the issue of the OP is caused by the task manager being wrong.

it seems to depend on the wallpaper itself too...
i made one 2D wallpaper with alot of effects, that also makes my 2080ti go to 30%.
most others, with less effects are at 15-20% GPU usage

Make sure you have Nvidia Share disabled so it doesn't record your screen and you can adjust the graphics settings, especially FPS, if you want to reduce usage.

I will experiment with the change. Thanks for the suggestion.

Thanks.

Which clock rates do you get with the "neon sunset" stock wallpaper? The wallpaper you are using right now is not particularly demanding, but it's 4k.

i get a stable 420 mhz with neon sunset stock wallpaper. i didnt know 4k would be a problem if i ran a 1080p monitor. most other 1080p wallpapers also get around 400mhz.

Then I don't think there is any issue on your system.

Your friend likely has an elevated clock rate all the time and thus a lower usage while your clock rate is fluctuating and the usage in relation to that as well. Meaning it's performing better on your system than on theirs.
