You can still use static images efficiently with the program if you really want to by dragging and dropping them into the browser into the lower box that will appear ("import static background"). But if you don't want to mix them with any animated wallpapers at all, you can also just use Windows to set the wallpaper.
You could also configure the option "other application focused" to pause and this will make Wallpaper Engine pause as soon as you are doing anything on the computer at all and the wallpaper will only play when you are interacting with the desktop.
