I keep seeing what seem to be diagonal scan-lines across my desktop
I have no idea if my eyes are just too good and see faster than the framerate Wallpaper Engine draws at or if this is a bug. Diagonal lines of rendering pass down the desktop from the top right to the bottom left at an exact 45 degree angle. They're not lines you can visibly see, but lines where the rendering is "jagged"/you can see one part of the image ahead/behind another part of the image in the animation.

Does anybody else have this?

Do you have this with every wallpaper or just selected ones? Can you share the link to at least one wallpaper where you have this issue? Does this problem appear on screenshots so that you can share it or is it invisible on screenshots?

So far I've only *used* one. The link to the wallpaper will be at the bottom of this message. It is invisible on screenshots. I have an Intel integrated CPU and GPU, my laptop is an Acer Aspire E15 (2018 Edition).

Especially if it's invisible on screenshots, it's likely a GPU-related issue on driver or hardware level, I don't really see any other sensible explanation for it with what you describe and the wallpaper you linked. Can you try and see if there are newer drivers for your Intel GPU and do a clean reinstallation (uninstall them first, then install the new ones)?
