If that does not work, then likely something is interfering with Wallpaper Engine, usually an antivirus app. Make sure any antivirus app ignores your entire Steam directory and then reinstall the app entirely.
If the issue still persists after having made sure no antivirus app is blocking Wallpaper Engine by mistake, you can run our scan tool and share the log file it creates as outlined here:

Here is the path way : C:\Program Files (x86)\Steam\steamapps\common\wallpaper_engine\bin
Insert the d3d11.dll there.
You can only open Wallpaper engine with the path way : C:\Program Files (x86)\Steam\steamapps\common\wallpaper_engine and then Wallpaper64
