We're not aware of this being a Windows 11 issue, however, we don't offer support for Windows 11 yet as it's still under active development and still subject to changes.
You can disable the option "safe start after hibernation" and see if everything works fine for you without it. But hibernation in Windows is just not a flawless feature and since Windows 11 isn't even released yet I wouldn't be surprised if the graphics driver might still go haywire after hibernation. On Windows 10 that issue only affects very few people though.
No I actually disabled all the safe start options from the beginning, since it was said to be just a fix.
Also, I only use Windows Defender, and after reading your comment have excluded all steam folders [i.imgur.com] from virus scans. I restarted Windows, and the problem still persisted.

You still had the option "laptop on battery" set to "stop" can you please disable this temporarily to see if this is somehow affecting it?
This is definitely not how the program behaves for me when unlocking the screen on Windows 10. Like I mentioned, it's possible that Windows 11 simply overlays the static wallpaper for a moment or it even goes as far as making the entire desktop window reset. It doesn't look like this comes from anything intentional that the program is doing itself, although you could still try resetting the whole configuration with the "reset" button in the settings to be absolutely sure of that.
In any case, if this is a new Windows 11 behavior and outside of the program there is little we can do about it. However we already added a new feature to copy an image of the live wallpaper for the static wallpaper of Windows. This would make the transition less jarring so that's going to be the best that is possible if this is some internal Windows 11 change. Since Windows 11 is still not finished it also may not do this anymore when it gets released. If something makes the desktop window/explorer reset then that's probably not something intentional.
And while I was using a laptop, it was on AC all the time, so I don't think it'd be bc of that.
