There are two main types of live wallpapers, videos and scenes. Videos require that your computer can properly display videos through Windows and that seems to be broken. Scene wallpapers will not have this problem since we are more in control of them and don't have to rely on Windows working well as much as with videos.
Please try installing the LAV video decoder from the link and see if that will work better on your system as is.
But, i try to install the pirated version from web, and boom, there is no problem, the video i import to the pirated one is working
I can only guess right now that you have multiple graphics cards and the installation process of Steam has assigned it to the GPU that can't do videos in which case it can be manually switched to the other graphics card. But the log would help to figure that out.
Try closing Wallpaper Engine from the tray menu completely and then start the 64-bit version of Wallpaper Engine (instead of 32-bit) you can choose this from the Steam menu.
Is the 64-bit version able to play videos with LAV? If not, try changing the "video framework" option back to "media foundation" again just to test both options with 64-bit as well. If neither work with 64-bit, can you please share a new log while the 64-bit version of Wallpaper Engine is running? Then I can check if LAV is at least able to be found now with the 64-bit version.
Does it work there? If yes, try restarting the PC now and see if it works in Wallpaper Engine now (try the 64-bit version and with the "media foundation" option selected probably, that's what Windows media player uses too).
I also noticed that this following option is disabled. The old version of Wallpaper Engine has changed this option automatically, the new versions don't do that anymore since it's not necessary anymore, at least as far as we currently know. already turn on all the "SystemPropertiesPerformance.exe", restart my pc, and still same
You can try and run the Microsoft System File Checker Tool and see if you can repair your Windows this way:

Additionally, please also do another clean graphics card driver reinstallation. Uninstall your current drivers fully, then reinstall the latest drivers from scratch. Please also specifically try the codec tweak tool as outlined in our FAQ again and make sure you have no broken video codecs installed that break video playback:

Alternatively, you may even go as far and reinstall your Windows installation.
The log file you sent us indicates nothing else that I can recommend, the steps we gave you here work reliably for pretty much all customers with similar problems.
