In that case you could try adding ui32.exe manually, this is the path to it: C:\Program Files (x86)\Steam\steamapps\common\wallpaper_engine\bin\ui32.exe (if Steam is installed on C:/ otherwise you have to adjust the path accordingly.)
No need to run it. I meant that you should add this executable to the Windows firewall list. This is the executable that accesses the internet directly, but only for the preview images. So if those don't load on the Workshop or Discover tab, then this program cannot access the internet.
Try adding it directly to the Windows firewall and allow it to access the internet.
Whether public or private networks are needed depends on your computer configuration. To be sure just enable both. "Private" simply means your home internet and doesn't mean private data or anything like that.
If yes, then there is definitely something that is specifically blocking ui32.exe. The program itself is also just a browser that opens the URL like that and if you can see the image in another browser, then it seems the block is targeting ui32.exe.
