Another option is to try it with hardware acceleration turned on/off in windows settings. Your windows was recently updated making me think the setting may have been on before.
Still.. shouldn't be 100%. What's your clock speed during the glitch? Perhaps your cpu is reverting to idle clock speed? I dunno
Where do you see an option in wallpaper engine settings to turn off hardware acceleration???
Could you run our scan tool and share the log file as described there please? The advice from the other users is likely not correct and I'd like to have a look at some technical details.

For more information, my wallpaper engine use high cpu usage if it open with start up of windows. I have to close it and reopen one time then it comeback to normal
Same issue of high CPU even after stopping wallpapers.

1. Turn off Wallpaper Engine completely (right-click on the Wallpaper Engine icon -> Quit)
2. Uninstall Razer Synapse and all Razer Software
3. Reinstall Razer Synapse and Chroma Connect
4. Restart your computer
If any of you could test this and report back, that would be very helpful.
Dev, i'd suggest to work with nvidia to make a preset in the upcoming drivers to list wallpaper engine to use Nvidia graphic card per default instead of integrated
