Please create your own thread and share any log files or .mdmp files. Crashes like that have no general answer, there are also no compatibility issues with Windows 10 1903, it's the most commonly used Windows version. Usually, if issues like that start occurring after Windows updates, either some drivers or core Windows components were (partially) broken by the upgrade. Start by doing a clean re-installation of your graphics card drivers. If that does not work, please create a separate thread.
It have checked out your .mdmp files and the crash happens outside of our code and it's really just super randomly failing to access your system memory for no apparent reason. This is pretty much always caused by either antivirus software interfering, damaged hardware or something in the core of your Windows being broken (like drivers).
Since you say you also experience random software crashes and full system freezes, it's probably a hardware issue but it's impossible for me to say. It's definitely not possible that Wallpaper Engine causes your system to freeze or other applications to crash like that. It could occur more often with Wallpaper Engine running, simply because Wallpaper Engine is constantly "doing something" which can make underlying problems surface faster or in the first place.
In your case I would also recommend to do a lean re-installation of your graphics card drivers (make sure to also re-install your Intel ones, they are relatively outdated) or even Windows, but if the issue is on hardware level, you will have to investigate that.
