Yup, software runs just fine, but the workshop has indeed been down for an hour or so.
When this happens every singular game on Steam is affected and Valve has to bring their services back up, as the error message says, it does not come from an issue in Wallpaper Engine.

But I suppose it's my fault for not spending countless hours of research before buying something right? Well atleast I can refund it and deny steam the pleasure of a few easy bucks.
