There are no limitations on file size or length of the video, though (for Workshop) I would recommend reasonable sizes so others don't have to download so much and don't need that much RAM.
For Workshop it also needs to be in .mp4 format, ideally with H.264 codec.
You can use resolutions up to 4k, but on Windows 7 only videos with up to 1080p will work - so if you want to share your video, it may be best to stick with 1080p.

What kind of skills do I need in order to make it as cool as other wallpapers are with options to recolour and stuff. Is it possible to somehow make MP4- file with selected area to recolour, I could use Adobe Photoshop or Adobe Premiere to look for which area needs to be recoloured.
Do I need C++ or something to code those colours into the video?
The wallpapers that support custom options and re-coloring right now are the 3D & 2D ones and web wallpapers, simple videos don't support this (yet). You can only change the Windows color on videos.
Do you already know HTML and JavaScript? I think you could build a video system right now with recoloring when you use JavaScript, WebGL and WebM. I haven't tried myself but it seems possible: https://developer.mozilla.org/en-US/docs/Web/API/WebGL_API/Tutorial/Animating_textures_in_WebGL
I think easier re-coloring for videos would be cool, but I'll still need a few more weeks before I can experiment with it.
Yeah, I know HTML and somewhat Javascript. I like experimenting and googling codes from Stackoverflow. It's already amazing to have wanted videos as my wallpaper and coloring them will blow my mind.
