If you can't think of anything, can you run Wallpaper Engine and then the .bat file from here: https://www.dropbox.com/s/o2jth39bcvvej57/ListDlls.zip?dl=0 It should create an out.txt file. Can you open that file and paste it on www.pastebin.com and then share the link here?
Also, I restarted my pc and it started to work again but then later all my icons got hidden behind the wallpaper so I restarted the program and the wallpaper now won't change again but the audio will start.
Also, could you repeat the last process with the .bat etc but with this download please: https://www.dropbox.com/s/b9x2ah2gvp7wvse/ListDllsExplorer.zip?dl=0
It doesn't look like anything is running that I know could cause this issue at least.
Also do you have DWM/Aero fully enabled at all?
Can you try this: If you change the Windows wallpaper normally, does it show a fade effect, i.e. does it smoothly blend between the wallpapers? Also, does disabling the slideshow make a difference?
So it does do the fade effect correctly. Changing between slideshow wallpapers or single wallpapers had no effect after a while.
Could this be a glitch from alt-tabbing from games, Does it depend if the resoultion doesn't match ur desktops native,
Also at i had the cracked version of wallpaper engine to test it out and decided to buy the full program since i enjoyed it and it worked. Does that have anything to do with it maybe.
I would say you should purge everything, delete the wallpaper_engine folder and then reinstall it and run it through Steam once after installing again.
The resolution and alt-tabbing don't affect this. The wallpaper not changing means that the program is being hindered by something to run properly (but at this point you have tried all the things I know cause this).
