From Change Wallpaper, either right-click on a wallpaper and select Add to Playlist, or alternatively click on the little tick-box in the upper-right corner to add it to a playlist.
Towards the bottom you can click on the cog-icon to adjust settings (the order, amount of time before switching to next wallpaper, etc..), then you can click on the save-icon to save your playlist and clicking on the folder icon you can load in a playlist.
Now identify cog-icon.
You'll see it appear underneath your wallpaper list pane when you add any wallpaper(s) to be in a Playlist. It's a circle-like "gears" looking icon. :P
