Does Steam need to be open for this to work?
Title. If I use this for wallpaper do I need Steam always open?

No it does not. You can run it without steam.

But you won't get updates, nor will wallpapers load updates ( and some other features won't work, like submitting wallpapers etc. )

If I'm not mistaken, Wallpaper Engine does get updates, even without steam running. All you need to do is open up the Wallpaper Engine settings menu from the bottom right tray icons and it'll automatically check for updates and ask if you want to install it- No steam involved.
No updates for the wallpapers you download through the workshop though, but that's not the worst thing in the world (:
Man. Wallpaper Engine is great. Went ahead and bought another 3 copies for my friends too :3

Ah my bad, you are right. Wallpaper Engine does indeed upgrade without steam.

does it automatically do that because when i start my laptop the background is frozen and it only begins moving when i open wallapaper engine

Can you please make a separate thread? The issue sounds completely unrelated to this thread, it's not Steam related.

You most likely have some invisible full screen overlay that activates the 'pause' function of Wallpaper Engine because it takes focus over your desktop. You can either remove it or add an application rule in Wallpaper Engine so it knows to ignore it.
