Is there a way I can modify the LED effects of a Wallpaper?

Officially no but you can try and create a new local project and then use the community unpacker, unpack the wallpaper and then edit it in the editor:

You can change the LED effects by creating a new layer and enabling "Limit Chroma and iCUE to this layer" in the lower right corner when the layer is selected. So it's a relatively advanced undertaking but possible.
