Made a youtube vid of the comparison. It may look like theres no big deal but in my wallpaper I just want it to look flawless, as it already should according to premiere pro.

Other than that, try setting the "Video loading" option in the Wallpaper Engine settings to "in-memory" and try to reduce the encoding quality of the video slightly as your computer may struggle if the file is very large, for example.

Thanks and no, there is certainly nothing wrong with your computer, this loop hiccup is well known and a core issue in the Windows video system - which is why we added this elaborate WebM + LAV solution since this is currently the best legal option for us. The log just helps us to see better what's going on.
It looks like the options are set correctly and LAV seems to be fully installed, but we can't see yet if LAV is really being activated as expected. But how about this, if you load a WebM video, does the 'LAV splitter' icon show up in the tray menu? By default it shows an icon (can be disabled though if it's a bother).
Also would you be able to share your WebM file via www.gofile.io or anything else so we can check it out ourselves and see if it's reproducible?
Thanks, I can see the Wallpaper Engine settings from the log and I think they are correct. You could share a screenshot of the LAV video settings, but all I could do is compare them with mine.
What about this video? https://steamcommunity.com/sharedfiles/filedetails/?id=869401358 This is also a WebM but it's lighter on the specifications.
With WebM still set to 'native' but video framework set to 'media foundation' this has a notable loop hiccup while with video framework set to 'LAV' it loops almost flawlessy. Are you able to reproduce this or do you also have a bad loop there?
So only the audio is the issue, not the video itself? I don't have a file to test that handy.
The settings are similar to mine/using your settings makes no difference. But if the issue is mostly with the audio then perhaps this solution doesn't change anything, we haven't tested it with any audio streams.
I am actually confused by this sentence, what do you mean by "it loops good but so does mine", I thought yours does not loop well?!
Either way, try reducing / changing the encoding of your video (the actual codec not just the container format), try to reduce the Bitrate significantly and see if it becomes better for testing purposes. The fact that the video is 800 MB in combination with whatever video encoding settings you are using may just be too much for a perfect loop for some reason.
Like we explained, there is no simple legal solution right now to fix the players we're allowed to use. But LAV also has 'audio' settings - maybe there is a chance any of those could help prioritize audio?
Also, we have been meaning to allow importing audio to videos separately to allow for smaller video file sizes when people want to put lengthy audio into the video and just keep looping the video in the file. We have no progress on this yet, but this would be based on the same system currently providing audio for scenes and I think that system allows for better looping.
