I'll have a look at the log it and tell you what you can do to fix this.
Go here and download them (button is on the left) and just try to install them. If there are any advanced options, select that you want to use the advanced options and see if it offers a "clean reinstallation" or anything like that, preferably you should uninstall the old drivers first in case they are damaged:
https://downloadcenter.intel.com/download/29557/Intel-Graphics-Windows-10-DCH-Drivers?product=88355
Afterwards restart your computer and try again.
If that does not work you may need to fully uninstall the drivers as I said above, let me know.
"the driver being installed is not valid for this system, get the correct driver from the system manufacturer"
Can you please open the graphics options in Windows and set Wallpaper Engine to use the integrated GPU there? See this: https://www.ghacks.net/2018/11/30/assign-graphics-performance-preferences-windows-10-programs/
You need to add wallpaper32.exe and wallpaper64.exe from here C:\Program Files (x86)\Steam\steamapps\common\wallpaper_engine\wallpaper32.exe and then set it to 'power saving' in that menu. Then restart the PC.
