In theory you only need to install the system wide PPAPI flash plugin from Adobe: https://get2.adobe.com/flashplayer/otherversions/
But currently it is still not loading it correctly and I am presuming that there is an issue with Chromium/CEF (the browser that is being used), as I followed all instructions I was able to find about this already and there seems to be no way to enable it (for example https://bitbucket.org/chromiumembedded/cef/issues/1586/add-pepper-flash-plugin-support ). So far it is unknown to me what the cause is, possibly Adobe is not permitting this anymore or there is just a bug that they will eventually fix at some point so an update for the browser would carry the fix over.
Cheers
I figured out what's wrong, you can expect flash to work with the next patch.
Still, I won't be able to ship it with Wallpaper Engine, but it'll work if you have Chrome (or installed the PPAPI version from Adobe).
Nice, so that'll mean that my wallpaper should work with the next patch?
