But then on top of that they got banned by the same bot later for whatever reason, I guess Valve changed something in the bot. They never even talked about this bot publicly (I think) but it just exists for the entirety of Steam and all content in every game (Workshop, screenshots, artwork).
Unfortunately I don't know why the bot either blurs or bans or does anything, because I don't have access to it so I can't make it work in ways that it would make sense for me. Right now it seems it uses the preview image, that's all I can tell for sure.
I can't rule over Valve, because this is their platform, but I would suggest you to contact them with a support ticket since this was an automated ban by their bot. So based on this, it is not clear whether they would officially ban or not ban the submissions in question, so it's definitely worth a try. (Also considering the number of submissions, I don't have any tools on Steam to mass ban/unban and Steam is slow, so I couldn't even do this properly.)
I'm not sure if Steam sent you an e-mail with instructions where to reach out to them, but you can also create a ticket from the official Steam support page. Just make sure you choose Steam support and not "game" support, otherwise it just tricks you into sending us an e-mail instead of a ticket to Valve.
appreciate the feedback
Hello MrDogTastic,
Your Steam Workshop item Mercy, Banshee v2 (X-Ray On\Off & Size Slider)
has been removed for reported violations of the Steam Community & Content Guidelines. This Workshop item is now only visible to you.
Your account will be unable to upload user generated content on Steam until 31 May @ 2:15am.
If you believe this content was removed by mistake, please contact The Wallpaper Engine Support Team.
*Please note that if any further content that you've uploaded is removed, the upload ban will be extended.
GO Steam
Thanks for the info about the e-mail and yes, well, I had my reasons when I said:
The support page doesn't even handle Workshop download/upload issues and those problems are regularly occurring and users always get redirected to us while putting the solutions to these issues on the support page would be of much better help.
The particular wallpaper (Mercy, Banshee v2) was manually blurred by Valve actually and then auto banned later. Blurring is fair I think, considering there is no proper filtering for preview images on Steam, it's unfortunate the bot even touched the wallpaper again and banned it.
I can see that valve taking 30% for every sale doesnt leave a budget for support, there tool is just as embarrassing as money grabbing EA, a non-existant ♥♥♥♥ move to annoy customers till they just CBF'ed
Well bro, I love your wallpaper engine, its a great program, but I wont be contributing anymore, I know thats not a biggy to you or anyone and thats ok
I will buy it again if you could find another platform that didnt screw your team or your clients
Thanks

but if I remember correctly the command is not quite correct,
it says - python walleng.py scene.pkg
but its just python "script name" scene.pkg
thanks :)
I also put a system in Wallpaper Engine that allows you do make an instant backup of the entire Workshop files you have so Steam can't mess with them anymore: https://wallpaper-engine.fandom.com/wiki/Backup_Steam_Workshop you will have to re-create the playlist though. But maybe copy all files just in case so Steam can't take them away from you.
If you get any news from Valve let me know since I'm also curious, from what I can see there should be a good chance to get things unbanned. Unfortunately I can't even host this stuff myself due to laws in my country or I would just have done that by now.
There is also this web tool made by Squee to extract scenes:

Respect to you but, thanks for giving us your time
