- You can try to reinstall DirectX 9 from here or download it from Microsofts website: C:\Program Files (x86)\Steam\steamapps\common\Steamworks Shared\_CommonRedist\DirectX\Jun2010\dxsetup.exe
- If that doesn't help, fully reinstall the latest graphics drivers.

The path in the message is wrong, I know, because Valve changed the path since the last update of Wallpaper Engine.

I don't know what this means exactly. But I assume this is why Steam also cannot install it on your PC because Microsoft's own product isn't working on your Windows installation right now.
This entire issue shouldn't happen, ever, but your system has a severe problem at this point. It could just be related to your preview version that Microsoft hasn't ironed out all issues with yet.
Does Wallpaper Engine actually crash so far? I have set DirectX 9 to be 'delay loaded' which means the program should run until you do something that absolutely requires your Windows to be completely installed including DirectX 9. If it doesn't crash, then just ignore the message and make sure to not ever choose DirectX 9 in the options.
If it crashes and you can't ignore this, then Windows just needs to be fixed. Maybe this works: https://www.lifewire.com/how-to-use-sfc-scannow-to-repair-windows-system-files-2626161 If it doesn't, return from the preview version to the latest official Windows version or make a fresh install of the preview without upgrading. Chances are it is related to that version since it is an Windows insider preview after all and can't really be expected to work fully.
Best would be to also use the insider program to report to Microsoft that your specific upgrade completely broke Dx9 somehow and hopefully they can make sure this will happen to less people when they release it in two months.
How did you fix it?
No, I can't install insider previews on my main machine because if they have a problem then I can't work anymore. I'm going to wait until shortly before it gets released in about two months. I tried VMs but they keep breaking too. The last insider preview I had installed keeps opening the 'family settings' window rapidly so that I can't even open the start menu anymore or do anything to control the OS.
