Report a translation problem
If it keeps showing the update dialog then it must be failing because it isn't allowed to write to your drive properly. It should show an error then and which files are affected though.
So is either of that your issue or something else entirely?
Edit: Almost forgot, no error shown nor files that could be affected, it's pretty much a Steam thing, since the program itself never runs at any given time.
If you only have this since today then it's worth just waiting a couple of days to see if Steam can sort it out by itself.
Otherwise I would suggest you follow this and simply unsubscribe the item afterwards: https://wallpaper-engine.fandom.com/wiki/Backup_Steam_Workshop then you can be sure that it's not Workshop related.
And finally Steam is extremely well known for this 0 kbyte update thing: https://www.reddit.com/r/pcgaming/comments/8k3b2l/what_are_0_byte_updates_on_steam/ and I don't think this is Workshop related but just a general Steam issue Valve appears to be unable to fix since forever.
So it was related to the Workshop. I have another program that has the same issue (Controller Companion) but there i have bunchloads of items (probably 100), so i need to figure out which one it is.

Edit: Nope, i guess i spoke too soon. Still get those ghost updates.

Edit again: Apparently there were two files missing from the wallpaper_engine\assets\materials\util folder after verifying the application files, maybe that will do.
