To the best of my understanding, absolutely!
The wallpapers you can find under the Discover menu, should be verified safe! But certain wallpapers that you can find in Workshop that launches separate .exe files COULD hurt your system. I believe it's generally safe, but be careful about installing wallpapers that gives the warning about separate files.

So It is unsafe?

I thought I already answered that, but lets try again.
Yes, most wallpapers are safe. But to be on the safe side, don't install wallpapers from the Workshop that comes with a pop-up warning about a non verified publisher that use .exe files.

Wait, so the app warns you that the Wallpaper could be possibly unsafe? Also does if it does, does it warn you even in-app workshop?

.exe type wallpapers have a potential to be malicious as it executes an application not controled by WE.
Every time you attempt to apply such wallpaper, you will receive a clear warning about it.

Correct, it warns you when it's a possible threat. But every wallpaper in the Discover menu is controlled by the software developer, and thereby safe.
