If not, feel free to post the log so I can have a look. I could be, for example, that some application is hooking into Wallpaper Engine and causing major performance issues. Often this happens with game recording applications (Nvidia GeForce Experience for example) or some sort of overlay (a lot of drivers have some overlays they want to inject into games).
I also tried exiting GeForce experience and re-opening wallpaper engine, and sadly that also did not fix it.

And, the issue happens periodically with the application open, or when I'm navigating the application's menus. It causes slowdown and severe mouse input lag. For example, I'll select a video wallpaper, and minimize the application, but while I was talking to my friends over discord while using it (who were also using it while on discord with me) i would get periodic spikes where the voice chat would go robot and lag very bad. Closing wallpaper engine makes it stop. I tested it a few times just to make sure, and it started when wallpaper engine was opened and stopped when it was closed. Let me run the tool again and send the log.

Your graphics card drivers are almost the newest release, could you still try to go to the Nvidia website and download the latest driver and perform a clean re-install (there is a clean re-install tick box in the setup, make sure to turn off Wallpaper Engine and applications like Discord) while installing.
If the issue appears even after a clean graphics card driver install, can you check the task manager and go to the "Processes" tab and sort by CPU and check which processes take the most CPU percentages? You can also take a screenshot of that if it's not super simple.

Also if you happen to have an integrated GPU, make sure all screens are connected to your dedicated graphics card and not the mainboard.
