This is how it is supposed to be. If you close the program and start it again with a playlist it will not pick up where you left of because it was closed.
In general, the program does not store which wallpaper was auto selected before by a playlist. When the playlist is reset or you even reset the entire application, it will not pick up where it left of. But this is not the issue that the OP is describing as far as I can tell.
If you want to sync monitors you should use the 'clone' option. If you have two separate playlists, there is no link between them. If you open the browser and make changes to one playlist but don't change the other, then the changed playlist will reset, so they aren't expected to be in sync.
If you do use the same playlist, you should use the clone mode. That will duplicate the image and sync monitors perfectly across all types of wallpapers.
